Whether the general statutes of Nebraska pertaining to the treatment and disposition of dead bodies and cemeteries prohibit the reburial of Native American skeletal remains on private or state land within the State of Nebraska with the consent of the landowner, where reburial is done pursuant to the provisions of the Unmarked Human Burial Site and Skeletal Remains Protection Act of 1989, Neb. Rev. Stat.§§ 12-1201 through 12-1212, and the Native American Graves Protection and Repatriation Act of 1990, 25 U.S.C. §§ 3001 through 3013?
